I think it's because French Guiana is considered a part of metropolitan France. They see as much of a part of France as Aquitaine or Brittany. But IIRC Greenland is more like a protectorate or a territory than actually a part of Denmark. Not saying it makes sense, just that's the distinction they may draw.
Well yes but why did they get Frances rating and Greenland didn't get Denmarks is the question
