Boomer politicians being boomer politicians, from my understanding the younger generations in China are much more socially progressive. It's dumb and bad but it's probably not as bad as western media will make it out to be to distract from how hostile we are to lgbtq people.
I think the rules are guided more at like wealthy types, not everyday normal workers. Like it's not even a "you're going to prison" thing, it's literally just "no wealthy people who get plastic surgery to look like their favorite musicians allowed on TV". Which I think is more directed at the cult of personality part of that dynamic and not the effeminate/non-cisgender part.
Otherwise I feel like it would have been worded a lot more clearly and directly.
