In Canada, official opposition members are most often called opposition critics, but terms like "shadow ministers" are also occasionally used.
The party not in power appoints a cabinet, even though this cabinet has no power. They they call these people "shadow ministers". The newspapers come to them for quotes about whatever the ruling party is doing wrong.
Basically, it's a way for powerful people who have been insulted by the people to salve their wounded souls.
