I'm mixed on the cybernetics kiddies. I could kind of see it as the youth of Tattooine trying to be like the cool kids from the major metropolises of the inner rim planets (not enough into the expanded universe to know if it's a thing though).
Given how rough their implants are compared to say Luke's or Anakin's I think it's not a terrible choice. But the rest of their aesthetics just doesn't really mesh well. Either everyone should have had biker gear, like the lead girl, or trench coats, like most of the dudes have.
And yeah, the Vespas... Really? It would have been fine if they went with 50s motorcycle inspired designs, but the designs they went with were so clunky.
I think they are riding Vespas because they mod themselves, so then they can make a nostalgic reference to the mods from Quadrophenia and must drive colorful scooters as well.
