I kill that lady in retribution but then I joined up the empire. Or maybe the NPC just looks like her.
The thing that convinced me was talking to the empire soldiers about how it improved their lives.
I almost always side with the Empire, but
the emperor. I try to leave things just as messy as when I arrivedI really dunno why people think the Vichy Empire are somehow the not racist faction.
Any group whose name starts with "Storm" is probably bad news.

There is one thing people are missing whenever discussions about the Skyrim Civil War come up:
