I spose this could be the grim side effect of keeping manchin around — he gets to sink WHATEVER, and everyone else has a direct incentive to make sure he stays in place so he can keep killing things so they don't have to come out against the stuff they want to pretend they want passed.
Because as long as they exist they're the most-left political option available, and as long as they keep failing they can prevent leftward movement

Manchin isn't killing this bill - this bill is DOA already. I think you're right about it being a side effect, though.
