Considering nuclear installations would probably require you to pass psychological tests, probably not. But you could simply lie, or become depressed suddenly. But firing a nuclear missile would take a dose of assholery that most depressed people don't have in themselves, they're just too self-aware, and aware of the state of the world, which is why they'd not try to cause more suffering. In my view at least.
