In situations like this the language is nigh genocidal and "cleaning" typically means throwing away their stuff and giving them the boot. This type of language hints at their ideology, as they view the homeless as dirt that need to be removed. They view human beings as if they're dirt.
They often use the word sweep as well. By which they mean running people down with bulldozers literally
