yeah he's talking about the Nazino tragedy I think, one of Genrikh Yagoda's "brilliant" plans to settle Siberia with kulaks and political prisoners. He basically just put a bunch of people on a train and sent them to a tundra island with no supplies or planning or anything, with predictable results.
Stalin rejected the plan when it got to him, but Yagoda had already deported the prisoners to the island before Stalin even saw the plan (eager for a promotion probably). The first prisoners arrived May 18 and Stalin shut down the camp in early June, but the prisoners were already eating eachother because they weren't sent with any food. Colossal level of incompetence and lack of planning that led to the deaths of many. This guy definitely has a warped view of it though, since Lenin was already dead and he makes it seem like it was standard practice.
Another case where arguably they are mad at Stalin for not being enough of a micromanaging dictator.
