Russia has a clear advantage in escalating. Ukraine is peripheral for Americans while quite existential for Russia. Russia only has parity with nato at the tippy top not within the margins. Kherson just happened and Russia needs to maintain it's credibility as a nation whose territory (of which kerson is a part) is sovereign before anything else.
