A tax on stock buybacks/ higher corporate tax isn't going to hurt profits, the money being used for that purchase is the profit. It is reducing how much the profits can purchase I guess though. Basically a company taking a loss wouldn't have to pay anything additional due to the IRA

If you mean covid, Biden's pathetic inaction on the pandemic only caused a significant fraction of the deaths that occurred during his regime. The immediate response is the biggest factor, plus the whole reason it's so much worse in America is the political campaign to proudly spread it
