Most of that 20% can read just passably enough to get through every day life. They know what signs mean. They can sign their name. But it’ll take them a long time to read a page of a book
When I bring up Cuban literacy, some people I know literally bring up the, "they only taught them how to read propaganda" line, which is just :chefs-kiss: irony.
