      some americans have dogs that they keep outside all the time for some reason, sometimes chained to a post in their garden
      it is very strange

          I lived on a farm for a while, and there were dogs there that would just roam about during the day, but the front door was always open for them. Even living in the countryside, that's the nearest thing I've seen, and it's still not the type of "outdoor dog" you'd see on old american cartoons.

          I can only speak for the UK.
          I have never seen nor heard of anyone doing this for a pet dog here, and on the occasions where the idea of it has come up, everyone i've ever spoken to about it has strongly disapproved.
