He literally just lied about having experience. He said he was a hangman in Texas before being in the army. Texas was executing people by electric chair during the period he claimed he was an executioner.
In the time before the internet you really just could make shit up and people would believe you because verifying stuff took too much time.

Ive heard differing stories about this, cause one version is more like he just kinda lied his way into being a hangman to avoid combat by saying he was a hangman in a bunch of states that hadnt hanged people since he was 12 years old.
Wikipedia at least says he also maybe bungled at least 11 US GI hangings. Idk which version I like more cause praxis is good, but its also intensely funny if the government just didnt bother to check if this guy even knew how to hang people before making him basically historys most prominent executioner.
Personally I don't believe it was intentional Americans couldn't hang people right if they tried.
