Some counties are huge. Mine is almost 7000km² with almost half its population living in rural areas that fall outside the boundaries of cities. Sheriffs are the only force that could cover them since they don't pay taxes to the cities in that county.
there are "unincorporated" areas that don't have government below the county level, and even in somewhat developed areas there's still a bunch of land and/or roads that aren't part of any town and we need to extend the police state into those.
