    Don't orcas usually hunt in an orchestraed manner anyway? Its just weird how they put it in quotations.

      Usually when a journalistic publication puts something in quotes, it's because they are quoting someone or something. In headlines, they'll often do things like this where they paraphrase the overall message but use quoted words to hit key points in an attention grabbing way.

      I think the orchestration they're referring to is that the orcas are specifically targeting boats now, which is new
