Those factories need rubber, coal, oil, and other raw material to produce those commodities, those companies outsource the labor to assemble those commodities, and those companies return to the core nation to sell those commodities. The taxes paid by those companies - even if they do not directly pay them through legal tax loopholes - still end up in the coffers of the state. Through VAT and sales tax on the commodity itself, through payroll tax of the very workers, property taxes, et cetera.
