      Closer to 11 when you include their pensions and "fringe" costs, whatever that means (probably gasoline and vehicle maintenance type stuff is my guess), but it includes lawsuits

      A portion of NYPD-related expenses that are not included in this total are planned expenditures for legal settlements and awards for police-related lawsuits. In calendar year 2022 the city paid $378 million in legal settlements related to claims against the NYPD. Twenty-two of the total 1,395 settlement claims paid out in calendar year 2022 were over $10 million.
