good, free schools with a lot of support and investment. if you want to be a musician, you get good music classes and get to use proper instruments, hardware and software.
the addition of a welfare state means that unlike other countries where you have to be rich or already working full-time to begin with in order to be able to spend time learning music, (which doesn't immediately return an income), you can still get by while you hone your craft full time and look for paying music work.

Finland's got welfare and free schools too and our global pop cultural footprint is minimal

We can't even make good crime dramas like the other Nordics

Not sure how you'd rank Sweden and Finland on that stuff

It's my understanding that Sweden's far right circles are far more organised

what? no it's not, sweden just has 2x the population

pretty much every western country has disproportional pop culture, but even within this I don't think Finland is the lowest. Norway and Denmark are probably lower tbh

Counterpoint: Anglos are familiar enough with Scandinavians that there is a generic comedy scandi accent

There is no stereotypical comedy Finnish accent

Max Martin (https://en.wikipedia.org/wiki/Max_Martin) said that it is in large part a Soc Dem mentality. Americans often became divas as they succeeded in the music industry but Swedes understand that their success depends on everybody. This makes Swedes more attractive to work with and they can work with better talent. Max also actively promoted and trained new Swedish songwriters throughout his active years and kind of built a model that other successful Swedish songwriters emulate.

They have pretty good music schools that are state subsidized last time I looked into it.

It also helps that music and art are required subjects throughout schooling, and from what i remember university tuition is free to citizens.
