Oh no. I just had an absolutely awful, horrible thought that I 10000% do not endorse and am only sharing as a curiosity which I do not endorse at all and no one should do which is related to killing outdoor cats;

Yes and yes,dogs as well but since they tend to be a bit bigger your average dog won't eat a lethal dose
All the outdoor cat needs to do is not go near the bird feeders...
