      I assume that the "international community" referred to is the First World consisting of countries like Japan, Canada, Germany, Germany, South Korea, Australia, and Sweden.

      Countries with the economic and military clout to act, should they choose.

      Fuck that's good. I'd love to see any of those countries try to take on the PLA. It'd be like watching an infant try to wrestle a silverback gorilla.
