Try locating a mutual aid or homeless outreach nearby. Most of those organizations get the items to the people who need them.
Depends on the clothes. If they're business casual, there are organizations that give "work clothes" to people who are trying to get a job but don't have the wardrobe. If they're more casual, a shelter is good.
