best explanation I've heard is that second wave feminism had actual political success in the UK so it entered the establishment. now second wave feminists are reactionary and the people who took power as part of that movement haven't really moved forward from that position. whereas, in the US, second wave feminism flopped and so we didn't have the same entrenchment.
This is the best explanation I've got. Second Wave British feminism was all middle class white women who wanted to have a career while their minority nanny cared for their kids. It was never intersectional or grounded in the struggles of oppressed people, so it just solidified in to this turgid middle class brick lodged in the middle of British politics, and it sucks.
