Alcohol is water soluble. If you drop it in water it will quickly mix.
Oil and water do not mix. If you drop it in water, it will sit on the surface as a single big drop, or multiple little drops.
That makes way more sense than what I was thinking... I was imagining dropping water into a cup of oil and a cup of alcohol, but I suppose the reverse would be way easier. I might try that later just to make sure I got it right.
