I think you underestimate how little force of personality Biden would have. I think his advisors would run his administration and carry it out effectively and he'd just nod and rubber stamp it and go out to smile at cameras while absentmindedly groping little girls. Trump just fires competent imperialists because he gets annoyed with them on a personal level and can't comprehend the finer points of neo-colonialism so rejects it. Fundamentally deep in his broken brain Biden still has all the programming of an effective, racist, imperialist long-time US politician at the national level who spent a lifetime assisting this country do evil. While Trump, his brain is mostly full of all the cons he pulled, his running a business ripping off banks, and delicious hamburgers and fast food and random uninformed thoughts he got while reading newsweek in his penthouse in 1997. It's telling in how Trump thinks Vietnam vets were losers because from his perspective not only were they suckers for going and dying (something he as a member of the wealthy capitalist class wouldn't do), but the war was pointless, nothing was gained by the US from it and he just sees it as a defeat that made us seem weaker. But someone like Biden would probably at some level understand the purpose of it was to punish and try and contain communism.
