          You can literally buy a blackpowder rifle online. Look up your local laws but where I live they're completely uncontrolled. This applies to any modern muzzle-loading rifle, or replica of a rifle that was manufactured before 1899, except for early machine guns and short-barreled shotguns - they're all uncontrolled at the federal level.

                Regardless, persons engaged in the business of importing, manufacturing, or dealing in black powder in any quantity must have a federal explosives license, and comply with recordkeeping, storage and conduct of business requirements.

                I guess not so much regulation (like, there's gotta be limits on amounts of ammonium nitrate you can buy as a citizen before the black helicopters are summoned) but the seller of the black powder will have to keep records of the transaction. I wonder if that includes information of the buyer?
