I guess not so much regulation (like, there's gotta be limits on amounts of ammonium nitrate you can buy as a citizen before the black helicopters are summoned) but the seller of the black powder will have to keep records of the transaction. I wonder if that includes information of the buyer?
According to the ATF website the regulation only kicks in for amounts greater than 50 pounds.
