Yes. I played in a tournament recently and wasn't aware of how insane everyone's decks would be. Functional with a gimmick does not compare to having half your deck pass through your hand by turn 4. This card is not playable at all in any context
If your deck can't deal with this in some way shape or form (even a mickey mouse cobbled together answer) don't even bother trying
