It doesn't lock the person's hand to the wall, it leaves the cuff on your hand for easy identification of who tripped the alarm.
Actually that thing would only be attached to your wrist so you could still walk away. You’d just have a metal rectangle attached to your wrist.
Which, like this one shown here, can be easily circumvented with the help of a stick, or a glove
