Have you made sure the CPU power cable is connected properly?
I've once spent an hour wondering why everything else was lighting up and spinning but it not POSTing, only to realise i hadn't pushed the 4pin in all the way

Just in case you haven't already, you did try to unplug all the other hardware and remove the ram and try booting it? If you haven't, plug one thing in at a time starting with video card if no onboard one. See what it does, if it boots into CMOs fine then plug in each component one at a time and reboot it, if fine, then HD, then one stick of ram at a time then anything else.

i once had a motherboard arrive "DoA". the cmos battery was loose, just had to push it down.

I had a video card cable in the socket but not actually all the way in.
That was annoying.
