It's constructive censorship - Hitler is reprinted in the U$, but Stalin isn't. Look at the catalog of your local library, and you are very likely to find Hitler and very unlikely to find Stalin or Mao.

I've never seen it broken into volumes. Usually it's just really thick so people can do a horrified doubletake at what they assumed was a bible.
