Look at the George Floyd case. Floyd was passing counterfeit bills and making a disturbance. Cops show up, are confronted with a 6'6" giant who's immediately non-compliant. They're not allowed to use pain compliance, so they basically just let the guy do what he wanted (while he was overdosing) and he died. But because they weren't allowed to make him comply, they just held him down, prolonging his distress, and he died. Overdosed, heart attack/stroke from exited [sic] delirium, who knows? But if they'd been allowed to hit him with batons, they could have shortened the interaction and he might be alive.
