The only thing I can certainly say is that by requiring a degree in formal education, as useless as that is, you significantly cut down the pool of eligible applicants through education and/with experience requirements, then you're left over with a statistically significantly decreased risk of hiring a sexpest. Beyond that, it's down to whatever measures the PRC employs domestically to keep out pervs and pedos from positions of educational authority.
