Some of the others cartoons he drew on the subject during the war either named Japan or at least identified the characters as representing such, and I misremembered the '5th Column' one thinking it did, too.
I looked it up, there are actually a lot of anti-Japanese cartoons of his, but the "waiting for orders" cartoon that everyone knows about doesn't actually specify which east asian group he's being racist towards
