I'd call it a very mild case of Germany, seeing how actually severe cases of Germany went. "The Rape of Belgium" was British wartime propaganda - there were war crimes and atrocities, but it doesn't come close to any of the truly bloody occupations of the 20th century. Even the relatively more restrained 21st century wars have higher casualty rates.
It does stand out compared to the 19th century in Europe, to be fair, but it's still unfair that <25k Belgian civilians dead = "Rape of Belgium" while, say, 250k-1m Filipino civilians dead = "Philippine-American War".

It's...strange how many of the crimes Germany perpetrated in Belgium during WW1 map onto crimes Belgium committed in the Congo. A lot of it was certainly a very effective PR campaign by the Entente to try and claim a moral high ground.
