This looks like Chambers St in lower Manhattan/ Tribeca. They were supposed to "renovate" it in 2019-2020, but all that happened was the addition of a new elevator and they didn't fix/paint/clean anything else. This picture I believe is an abandoned newspaper stand. Def reminds me of fallout 3
