My suspicion is that he actually believed he could win the primary this time, and seeing that the Democrats would simply never let it happen, he decided to fall back and reassess instead of exhausting his political capital on a rigged fight. I don't have any delusions about how radical he is, but he could still be useful if he positions himself as the anti-McConnell.
