      That's one where I'd want to see how the executive order is written. Consider that both of these can be portrayed by hostile media as what you're saying:

      1. "Anyone who gives an unapproved person the vaccine, no matter the reason, is fined one million dollars and loses their medical license, full stop."
      2. "If you give an unapproved person the vaccine, you could be fined up to one million dollars, and you could be subjected to punishments up to and including losing your medical license. But if approved people don't show and you give soon-to-expire vaccines to high-risk groups, that's OK."

      Cuomo's a shithead, but it's extremely easy to imagine a more defensible version of that rule and it being reported as draconian anyway.
