the marshall plan was strictly so europe would stay loyal to the united states following the war. if the soviets hadn't been around, there would have been no need for it and europe probably would have stayed in the stone age following the massive bombing campaigns carried out during the war.
This is the same logic used to explain why capitalism is so great. Competition initiates progress and without it bill gates never would have invented the iphone.
