Hierarchical and authoritarian, they've got enough numbers to easily conquer the world and they have all sorts of hacked together high-tech stuff like nukes and gatling guns and sewn-together monstrosities etc, except they're all so busy constantly trying to stab each other in the back that they can never get anything done. And they're all so completely cowardly that no chud is going to unironically stan them for "martial honour" or anything like that
Which is funny because New Vegas goes out of its way to be like "These guys were bad, but now they're just some lost old folks who just want one last chance to make up for it" and "Yeah, they have power armor and lasers, but they're also starving themselves into an early grave because they're so dn committed to dumb principles"

Caesar's Legion may be a society built on slavery and murder, and is unsustainable in the long run but they at least make the Brahmin caravans run on time!
it's not just a good game, it is - by far - the best game in the entire series. you're playing yourself by turning your nose up at it just because some larping fascists take kindly to the legion
