I help him out pretty frequently and treat him very well because he’s my brother mostly, thing is, whenever I need help from him in some form he can’t seem to do it and just gets greedy and stingy. I’ve dealt with people like this before, it just sucks it’s my own brother this time.

Have you spoken to him about this? Sometimes people just do a dumb thing because nobody calls them out. Be sensitive about it, lead in with something like "I don't mind helping you out because you are my brother" but then remind him that life is a two way street and you need some reciprocity from time to time.
I’ll try it like that. I’ve tried it before, I just don’t think he gets it sometimes that you don’t take advantage of people
Maybe phrasing it a bit differently would help. It seems like he just doesn’t get it though.
