No. The only countries that aren't members are North Korea, Eritrea and Turkmenistan. There are a couple of observers that overlap with some of the grey, but some of them also voted (South Sudan, Sudan, Somalia, Bhutan, Ethiopia, Equatorial Guinea, Bahamas and East Timor).
Really weird to me that El Salvador and Dominica would vote no, considering they stand to gain if the waiver passes.
