To a certain extent this is true, but less so a political ideology and more "Isolated person who is terminally online" which happens to have a 1-1 overlap with both communists and fascists.

The only people for whom the violence and chaos of revolutionary war would be worth it are largely traumatized or marginalized individuals. The villain of most of the game is a fascist strongman (and his closest supporters - explicitly portrayed as a collection of rich and powerful people) who schemes his way to power and gains support through a "We're gonna make Japan strong" plattform.
Shin Megami Tensei and Persona often have stinky politics, especially P4 and SMT IV, but P5 is definitely among the better ones, even if the ending to the vanilla plot is kinda meh.
