I believe it's because the second adult here is only partially vaccinated?
but case#7 has 2 fully vaxxed adults, and 3 kids being wrong., whereas case#5 has one fully vaxxed adult and 4 kids being Okay. so ether the removal of an unvaxed child, or the addition of a vaxxed adult made it go from okay to not okay
case #6 has an asterisk which the image cropped away, so we'll never know.
Who the hell could understand this? Why not just make it by households or something?

If this was the US sure I'd agree. Since this looks like Singapore (which has done pretty well so far), it's quite likely that most people will follow the rules.
What if they are in a situation not covered under the rules I wouldn't be able to extrapolate from this
