I doubt that's anyone under 17. Aside from the ID requirements to join (which aren't easily faked these days), minimum height for enlistment is 4'10 (58in) for women, and the M16A2 she's carrying is ~40in long, so she seems to be around that minimum height. Some people are just really short, and equipment being designed around the average height only highlights this.
