to be fair to the republic, they didn't make all thos clones so they could torture them. they made all the clones so they could have slaves, the torture was incidental
its my understanding that the war droids have a number of servers broadcasting to each unit, so the 'mind' of a droid is never destroyed. all the war droids have big antennas and stuff, if they ever lose connection they just stop working

After that the CIS "fixed" the problem by also giving the droids a rudimentary local intelligence. Can't remember if they still take orders from a central source in optimal conditions, but yeah...
