The stock jumped because he said this, then Tesla went back to the markets for ~$20 BILLION of fresh capital only a year later and the stock jumped even more, since this means that Tesla has the money for "world domination" now. Just connect DC to Atlanta with a straight line, and Dallas to Phoenix. Don't bother connecing any cities in between, what would be the point of that? Just drill tunnels through endless rock just to connect two cities!
But! You want to travel from San Diego to Phoenix? SLC to Denver? Easy! Just go in a huge circle, or "loop", if you will, three times the distance you're actually going.
