Afaik the Federal mandate is for any company with over 100 employees that receives federal funding, with the consequence of non-compliance being that the federal funding would get revoked. So I don't think there's any way the Texas government could stop the feds revoking that funding, which basically makes this law useless.

I don’t even think the federal funding matters, it’s a department of labor/OSHA rule I think. There’s no getting out of it.
