That seems really counterintuitive to me as my anecdotal experience tells me I've never been sunburned in the last hour before sunset or the first hour after sunrise. But if that's what the data says it's what the data says.
That said, it shouldn't be any worse for you than tanning is, so long as you don't do it for more than maybe half an hour at a time, right?
