Oh man, I really thought that this was a wall that people had built around the police department. The truth is just embarrassing.
I think people came to conclusion it wasn't foam but a polyurethane adhesive, like gorilla glue.
Not really but that's what I've seen discussed. Supposedly using this kind of glue instead of cement is actually a thing because it faster, easier and harder to fuck up.
